Why isn't phonetic spelled phonetically?

When I was young I learned that phonetic meant to spell a word like it sounds. My question is how come phonetic is not spelled like it sounds. If I were to spell phonetic phonetically, I would have this: "fuhnehtick" Hmm...Is this a stupid question?
